New Orleans, LA — The Louisiana Housing Corporation (LHC) joined federal, state, and local officials for the groundbreaking of the Winn Dixie Phase II, also known as City Square 162 Phase II Project. The affordable housing project will be built as an off-site component of the Iberville/Tremé Choice Neighborhood Initiative (CNI), funded by HUD and sponsored by local entities such as the Housing Authority of New Orleans (HANO) and the City of New Orleans.
The Winn Dixie Phase II project will be built on the lot of a former Winn Dixie grocery store. It will include one building with 45 units, featuring 21 one-bedroom units, 24 two-bedroom units, 10 market-rate units, and 35 affordable units ranging from different income levels. Acting developer, McCormack Baron Salazar, will design 14 of the units for disabled households. Amenities on the property will also include a computer center, a landscape courtyard, a backup generator, and Energy Star appliances.

"The Winn Dixie Phase II will provide multiple affordable housing options, and it will be built to an IBHS Fortified Multifamily Gold Standard, ensuring weather-related resiliency to protect our residents."
LHC awarded the project $1.5M in Low Income Housing Tax Credits (LIHTC), and through the partnership of the Louisiana Office of Community Development Disaster Recovery (OCD-DR), LHC awarded $5.3M through the PRIME-3 Program.
“The Louisiana Office of Community Development-Disaster Recovery is thrilled to provide LHC with $5.35 million in CDBG-DR funding through our Prime III program for this affordable housing community in the Iberville/Treme district of New Orleans,” LOCD-DR Executive Director Gina Campo said. “LOCD-DR has a long-standing commitment to supporting the social and financial economy of this historic neighborhood, as evidenced by our investment in rebuilding the Bienville Basin complex following Hurricane Katrina. This new project continues our decades-long determination to ensure Louisiana has a recovery that is safer, stronger and smarter than before.”
The development of the Winn Dixie project site and other housing will replace and expand upon the CNI Iberville/Tremé public housing, which will be redeveloped and called the Bienville Basin Apartments.

The architecture for this project is HRI Architecture, contractor duties RNDG Builders, Inc., and HRI Management will monitor the property once built.
