LHC Re-Opens the LA Blue Tarp Program

March 2025—The Louisiana Housing Corporation (LHC) is currently accepting applications for the Louisiana Blue Tarp Program from March 31 to May 15, 2025, for the following parishes: Ascension, East Baton Rouge, Iberville, Pointe Coupee, and West Feliciana. 

The Louisiana Blue Tarp Program provides financial assistance in the form of a grant to cover the costs of needed roof repairs and/or replacement for owner-occupied homes. Qualifying homeowners will be eligible to receive Louisiana Blue Tarp funds as a grant not to exceed $15,000.00.  All applicants receiving grant funds will be required to sign a grant agreement to include restrictions preventing the sale of the property for a period of two years. If sold within two years, the recipient will be required to reimburse to LHC the full amount of funding received through the Louisiana Blue Tarp Program.

"We are also grateful for the collaboration with Senator Regina Barrow in helping us procure funding for this program so we can adequately serve the residents of Louisiana."

 

Qualifications for the LA Blue Tarp Program include: 

  • Applicants must be the legal owner and primary resident of the property that is subject to roof repair. 
  • Property must be 100% homestead exemption in the applicant's name.
  • The property cannot be used as a rental property and must be owner-occupied. 
  • Eligible applicants must have a household income at or below 60% of the Area Median Income (AMI).  

 

Program Description:

  • Applications will be accepted in person at LHC Headquarters, 2415 Quail Drive, Baton Rouge, LA 70808, Monday through Thursday, between 9:00 a.m. to 1:00 p.m. beginning March 31, 2025, through May 15, 2025.
  • Applications can also be emailed to bluetarp@lhc.la.gov.
  • Completed applications and required documents may also be mailed to the following address: 

    Louisiana Housing Corporation Disaster Housing Department—Louisiana Blue Tarp 2415 Quail Drive, Baton Rouge, LA 70808. 

  • Applicants will be notified, in writing, regarding the status of their application. Once funding is exhausted, applicants will remain on a waiting list pending additional funding. 
  • Condominiums, duplexes, and townhouses are not eligible to participate in the program. 
  • Any incomplete application submitted will not be processed. Applicants will be notified in writing of what information is missing. 
  • No faxed applications will be accepted.
