Update on the 2025 Qualified Allocation Plan (QAP)
The Louisiana Housing Corporation (LHC) will provide an update on the revised Draft 2025 Qualified Allocation Plan (QAP) and application timeline at the LHC Board of Commissioners Meeting being held at 10:30 AM on Wednesday, October 9, 2024. LHC staff will post the revised Draft 2025 QAP to the agency’s website following the board meeting for public comments and expect to return with a final 2025 QAP for the LHC Board of Commissioners' approval at the November 13, 2024, board meeting.
Special attention has been given to Governor Landry’s request for the LHC Board of Commissioners to reissue a 2025 QAP that includes a robust cost containment policy, and that provides greater emphasis on supporting the elderly and single-parent households as well as providing assistance for victims of domestic violence.
LHC received several comments about reinstating the threshold requirements related to fortified building construction to the 2025 Draft QAP. After further review, staff will ask for consideration of resiliency standards established in the 2024 QAP remain in the 2025 QAP. Other measures to reduce development costs will be considered and discussed at the October 9, 2024 board meeting.
Comments will continue to be accepted until the QAP is approved by the LHC Board of Commissioners. Written comments may be submitted to qapcomments@lhc.la.gov. Thank you for the feedback and continued support for affordable housing in Louisiana.

Hurricane Francine has left devastation to certain parishes in Louisiana. If you live in one of these 8 and are looking to apply for federal assistance, make sure you are following the Louisiana Governor's Office of Homeland Security and Emergency Preparedness's (GOHSEP) checklist. The checklist provides instructions on what you need to do, direct website links, and who you need to contact to get the assistance you need.
If your home was damaged during Hurricane Francine, you may report your damages online at http://damage.la.gov. Reporting your damages will help Louisiana officials assess the current housing damages for the state and to request FEMA assistance.

Mrs. Willman participated in a panel titled “Public-Private Partnerships in Affordable Housing: Creating Lasting Community Impact." Mr. Russell engaged in a panel titled “Unlocking Capital: How are Minority Developers Accessing Funding in Today’s Market."
East Baton Rouge Housing Authority
LHC’s Homeownership Marketing Supervisor, Daniel Duggan, put on a potential homebuyer event focused on low-interest rates, down payment assistance, and LHC's Homeownership programs.
Reno, Nevada
#TeamLHC had the opportunity to attend the annual Council of State Community Development Agencies (COSCDA) in Reno, Nevada. The conference provided insightful sessions on affordable housing, community development, and addressing homelessness. LHC staff members got the opportunity to collaborate with other state officials on resources and best practices.
Lake Charles, LA
Terry and Daniel also traveled to Lake Charles, LA to put on a training event for lenders at First Federal Bank.
Southern University Fall Career Fair
LHC Human Resources Director, Nakesla Blount, and LHC Human Resources Analyst, Caronda Stanley attended Southern University's Fall Career Fair to connect with future job seekers and to show the students various opportunities offered to them at LHC.

LHC’s Compliance Director, Todd Folse, presented at the 2024 Louisiana Energy Code Convening in Baton Rouge. Louisiana Energy Code Convening brings together industry leaders to discuss securing energy advancements in Louisiana, engaging with utility programs, and addressing common struggles across parishes. Todd’s presentation focused on building a diverse workforce for energy code success. Way to go #TeamLHC!

LHC Board Of Directors Meeting Recap
In response to the potential threat of inclement weather, the Louisiana Housing Corporation (LHC) announced the cancellation of the previously scheduled Tuesday, September 10, 2024, committee meetings, as well as the Wednesday, September 11, 2024, monthly Board of Directors meeting.
The next LHC Board of Directors committee meetings will be held on Tuesday, October 8, 2024, while the monthly Board of Directors meeting will be held on Wednesday, October 9, 2024.

LHC Board of Directors had their Board Retreat this September at the Lod Cook Conference Center to learn more about what each LHC department is currently working on, future goals, and upcoming projects. It was a successful Board Retreat that was informative, but also filled with enjoyable memories.
