LHC's mission is to ensure that every Louisiana resident is granted an opportunity to obtain safe, affordable, energy-efficient housing. We administer federal and state funds through programs designed to advance the development of energy-efficient and affordable housing for working families, drive housing policy for Louisiana, and oversee the state's Disaster Housing Task Force.
Each day, this ongoing challenge to produce more safe, affordable, and energy-efficient housing is met by a dedicated staff of professionals who help families make their housing dreams a reality.

LHC received accreditation as an Interstate Renewable Energy Council (IREC) Accredited Training Provider for its comprehensive Energy Auditor Course. This accreditation solidifies LHC's commitment to excellence in energy-efficiency education and workforce development within the housing sector. This accreditation adds credibility and value, as well as providing participants with a competitive edge in the job market. LHC is the only IREC accredited training provider on the Gulf Coast. Congrats to Training Coordinator Pam Lewandowski and the entire team on this HUGE accomplishment.

2025 DRAFT QAP
The 2025 Draft Qualified Allocation Plan (QAP) has been uploaded to LHC's website and will collect comments from the public. The draft version of the QAP encourages innovation and resilient building practices through the inclusion of the FORTIFIED Roof threshold and optional points for other resiliency measures.
The Minority, Women, and Veteran-Owned Business Directory
#TeamLHC is proud to announce the launch of the Minority, Women, and Veteran-Owned Business Directory. The goal of adding this directory is to increase the material participation of minority, women, and veteran-owned businesses in the LHC funded programs. Click below to read more.
Director Willman proudly hosted nearly 30 state HFA directors from around the Country in New Orleans for the NCSHA Executive Directors Conference. The members focused on various housing issues and opportunities to work on their home states.

Project Highlights
Greenwood Terrace | Shreveport, LA
LHC Board of Directors approved the intention to issue an additional $2.5M of Multifamily Revenue Bonds for Greenwood Terrace. This will establish the maximum qualified basis and low-income housing credits to GWT Housing Partners, LLC to authorize as may be necessary to allocate 4% Low-Income Housing Tax Credits.
KHA Affordable Properties | Kenner, LA
Accepted the proposal of R4 Capital Funding for the purchase of an additional $2M above the previously approved $24M Multifamily Mortgage Revenue Note for KHA Affordable properties.
Millennium Studios Project III | Shreveport, LA
Accepted the proposal of Citibank, N.A. for the purchase of an additional $1.5M above the previously delivered $14M Multifamily Housing Governmental Note.
Le Fleur Apartments | Lake Charles, LA
Authorized the reduction in the number of units in the project from 15 buildings to two buildings and from 88 units to 48 units.

Action Items
Approved the resolution of adopting virtual meeting rules to allow the LHC Board of Directors to conduct meetings electronically and to adopt the rules providing for disability accommodations, all in accordance with Act 393 of the Regular Session of the Legislature.
Approved the issuance to not exceed $125,000,000 of Louisiana Housing Corporation Single Family Mortgage Revenue Bonds in one or more tax-exempt or taxable series or subseries.

LHC staff got into the Christmas Spirit during the 4th Quarter All-Staff Meeting. The administration presented LHC Employee Service Awards alongside several door prizes, a gingerbread house, and ugly Christmas sweater contests. LHC Employee of the Quarter went to Paul Johnson.
