LHC Executive Director Kevin J. Delahoussaye

#TeamLHC is excited to welcome Mr. Delahoussaye, our new Executive Director of the Louisiana Housing Corporation.

#TeamLHC met homeowner Erica Metoyer to learn more about her experience going through the home-buying journey. The Louisiana Housing Corporation and the Rapides Station Community Ministries partnered to build a neighborhood filled with 20 single-family homes for low-income families like Erica's. As she recalls her journey, Erica has invested in her home and provided a sense of security for her family. Watch this video to learn more about Erica's homeownership achievement.

LHC's Homeownership Team held its final Louisiana Homeownership Think Tank Meeting of 2024. Panelists discussed amongst stakeholders and housing partners affordable homeownership solutions and opportunities for all Louisiana residents. Some of the topics focused on the challenges and solutions for homeowners' insurance, scalable housing models, affordable housing funding sources, and more. The next Think Tank Meeting will be in 2025, and we hope to see you there!

Budget & Finance Committee Matters:

The Board of Directors discussed the LHC Fiscal Year 2025 Operating Budget.
Discussed the LHC Balance Sheet
Discussed the LHC Profit & Loss by Funding Source
Discussed the Louisiana Asset Management Pool ("LAMP") and LHC's funds

Administration Committee Matters:

Approved the resolution of appointing an LHC Executive Director
Approved the resolution regarding the LHC Executive Director Signatory Authority
Approved the resolution of the Salary of the LHC Executive Director.
Accepted the resolution to authorize the Louisiana Housing Corporation to contract with RayBrad, LLC for consulting services
Discussed and received an update regarding Act 393 from the 2023 Regular Session regarding conducting meetings via electronic means
Discussed and received an update from the Task Force overseeing the hiring of the LHC Chief Financial Officer
Discussed and received an update regarding the LHC Staffing Plan

Program Committee Matters:

Discussed and received an update regarding amending the State's 2025 Qualified Allocation Plan ("QAP") to align with the priorities outlined by Governor Jeff Landry in his letter dated July 1, 2024 and revised program schedule

Audit Committee Matters:

The Board accepted the Audit Results Report by External Auditors Duplantier, Hrapmann, Hogan & Maher, LLP regarding financial statements of the Louisiana Housing Corporation Single Family Mortgage Revenue Bonds Home Ownership Program (LHC Single Family Program) as of and for the year ended June 30, 2024
Discussed and received an update regarding the Performance Audit on Affordable Housing Programs in Louisiana Notice from the Louisiana Legislative Auditor ("LLA")
The Board went into an executive session during the December 10, 2024 committee meeting to discuss strategies concerning anticipated litigation related to the Louisiana Legislative Auditor ("LLA") request for documents

Other Matters

The LHC Board of Directors would like to congratulate Nicole Bourgeois on her retirement! For the past 17 years, she has worked and dedicated her time as the LHC Board of Directors' court reporter. The Board of Directors thanks Nicole for her many years of service and wishes her the best of luck in this new chapter of her life.
