Update on the 2025 Qualified Allocation Plan (QAP)
The Louisiana Housing Corporation (LHC) accepted comments through October 23, 2024, regarding revisions to the 2025-2026 Qualified Allocation Plan (QAP). The QAP governs the allocation of Low Income Housing Tax Credits (LIHTC). Governor Landry has requested that the LHC Board of Directors reissue a 2025-2026 QAP that includes robust cost containment policy and provides greater emphasis on supporting the elderly and single-parent households as well as providing assistance for victims of domestic violence. In addition to the open comment period, a public hearing was held on October 23, 2024, at the headquarters of LHC located at 2415 Quail Drive, Baton Rouge, LA 70808 from 10:00 – 11:30 AM CST to receive in-person comments.
The proposed revised timeline is as follows:
Revised QAP Comment Period: July 10-October 23, 2024
Public Hearing Date: October 23, 2024 at 10:00 a.m.
Board Approval of the Revised QAP: November 13, 2024
FAQ Submission Period: November 15-22, 2024
Pre-submission Packet: December 9, 2024
Final Submission Packet: February 12, 2025
Approval of Final Rank and Order: June 11, 2025

89-year-old Ms. Myrtle Tate thought all hope was lost when her refrigerator broke in her apartment. The refrigerator continued to leak requiring Ms. Tate to scoop out water from a bottom bin. On top of all of this, she didn’t have a dryer or a means of transportation. She then learned about LHC’s HARP Program. Watch this video to learn more about the program and Ms. Tate’s journey.
Perry and Debra Thibodaux were unaware of the energy-efficiency issues in their cherished home that resulted in the loss of hot and cool air when needed. However, with the assistance of LHC’s Weatherization Team, they were able to identify and address these problems leading to a more comfortable living environment. This LHC On Your Block segment highlights the significance of weatherization and its positive impact on homes and low-income families.
LHC Celebrates National Weatherization Day
#TeamLHC celebrated National Weatherization Day with students from Central Intermediate School. The students learned about weatherization but also got the chance to weatherize their haunted houses just in time for Halloween. A special thank you to Atmos Energy for sponsoring the event and teaching the kids about natural gas. Watch this video to learn more about weatherization and to see pretty spooky houses!

LHC Homebuyer Education Course
#TeamLHC had a wonderful turnout for our live, in-person quarterly Homebuyer Education Course where we educate prospective homebuyers on the possibilities of owning a home. The class focused on navigating the home-buying process, how homeownership can create generational wealth, and what steps are needed to achieve the dream of homeownership.
LHC LABS Center
#TeamLHC held an IREC Energy Auditor course in October. The next class is coming up in November starting on the 18th.
New Orleans
LHC’s Homeownership Marketing Supervisor, Daniel Duggan, met with Fidelity Bank/NOLA Lending's executive vice president to figure out some practices to help first-time homebuyers.
Minden, LA
LHC’s Homeownership Marketing Representative, Terry Hale, put on a homebuyer education event in conjunction with Highland Center Shreveport.
Rural Community Funding Summit
LHC’s Homeownership Team participated in the Rural Community Funding Summit with Senator Bill Cassidy. They traveled to West Monroe, Rayne, Gonzales, Minden, Leesville, and Madisonville, LA.

LHC Board of Directors Accepts the Resignation of Marjorianna Willman as Executive Director
Budget & Finance Committee Matters:
The Board of Directors accepted the resolution to extend the previously adopted short term budget from November 1-December 1, 2024.
Discussed the LHC FY25 Operating Budget revenues and expenditures from July-August 2024.
Program Committee Matters:
Approved the motion to direct a scheduling meeting between OCD and LHC staff regarding the PRIME 3 rankings of the Governor House Apartments.
Authorized an interim warehouse financing of mortgage-backed securities through the Federal Home Loan Bank of Dallas in a principal amount not exceeding $125,000,000 prior to the purchase of such mortgage-backed securities with the proceeds of the not exceeding $125,000,000 of Single Family Mortgage Revenue Bonds previously authored on August 14, 2024.
Accepted the parameter term proposal for the purchase of not exceeding $125,000,000 of Louisiana Housing Corporation Single Family Mortgage Revenue Bonds.
Approved the supplemental resolution of accepting the proposal of 2256 Baronne, LLC for the purchase of an additional $500,000 above the previously approved $5,500,000 in Multifamily Housing Revenue Bonds for Baronne Lofts located at 2256 Baronne Street, New Orleans, Orleans Parish, Louisiana.
Accepted the proposal of Churchill Stateside Group, LLC for the purchase of an additional $5,000,000 above the previously adopted $12,000,000 in Multifamily Housing Revenue Bonds for Sabine Trace located at 100 Heard Street, 1 Patton Street, and 101 Roberts Street, Merryville, Beauregard Parish, Louisiana.
Authorized a change in the site location and site design for King Oaks V, to be relocated immediately east of 1100 W. 70th Street, Shreveport, Caddo Parish, Louisiana, from 2650 Audrey Lane, Shreveport, Caddo Parish, Louisiana and a change in the site design from (70) seventy single family units to (70) townhome-style units.
Authorized the Louisiana Housing Corporation ("Corporation") to award funds to the highest scoring proposer(s) for the HOME American Rescue Plan Program (“HOME-ARP”) Services and Non-Profits Assistance NOFA.
Authorized LHC to award funds to the highest scoring proposer(s) for the Homeless & Housing Stability Affordable Multifamily Rental Housing Development Program (“HHSD”) NOFA.
Discussed and updated the Louisiana Housing Corporation response dated August 5, 2024, as the Corporation's Official Response to the Louisiana Legislative Auditor’s Recommendations for Cost Containment.
Discussed and updated amending the State's 2025 Qualified Allocation Plan (“QAP”) to align with the priorities outlined by Governor Jeff Landry in his letter dated July 1, 2024, and to extend the Program Schedule.
Administration Committee Matters:
The LHC Administration Committee did not meet, however, the full board of LHC Directors met and recognized two items regarding administration committee matters. The Board recognized October as Domestic Violence Awareness Month and received an update regarding the 2024 Louisiana Housing Conference.
Audit Committee Matters:
Accepted the Audit Results Report by External Auditors regarding the June 30, 2024, Audit Results from LHC General Fund, Willowbrook Apartments, Village de Jardin Apartments, Mid-City Gardens Apartments, and Louisiana Housing Authority
Discussed in Executive Session strategies concerning anticipated litigation related to the Louisiana Legislative Auditor request for documents.
Other Business:
Accepted the resignation of Marjorianna Willman as Executive Director of the Louisiana Housing Corporation.
