
Lake Charles, LA — The Louisiana Housing Corporation (LHC) and housing partners unveil the newly constructed Mid-City Lofts, a project dedicated to providing more affordable housing opportunities.
The Mid-City Lofts includes 46 units within a 3-story building for mixed-income tenants. The building utilizes Enterprise Green Communities resiliency standards. Other amenities featured in the project are a computer lab, 24/7 emergency maintenance staffing, and a fitness center.
The Mid-City Lofts is located in a central location of Lake Charles. There are nearby parks, a kayak launch on Contraband Bayou, walking paths, and spacious landscaping.
Mid-City Lofts received an allocation of $1.5M in 9% Low-Income Housing Tax Credits (LIHTC) from LHC. The development also received $3.5 million through the PRIME-3 Program, a collaborative funding source from LHC and the Louisiana Office of Community Development.

“Mid-City Lofts represents a critical step forward in Lake Charles’ long-term recovery and neighborhood revitalization,” said Gina Campo, executive director of the Louisiana Office of Community Development. “Through the PRIME-3 partnership, we are leveraging disaster recovery resources to deliver resilient, mixed-income housing that strengthens the fabric of this community. Projects like this help increase affordable housing while supporting the Choice Neighborhood goal of making neighborhoods safer and stronger.”
The Mid-City Lofts is a part of the Choice Neighborhood Initiative (CNI), where the City of Lake Charles and the Lake Charles Housing Authority received a $40 million grant from the U.S. Department of Housing and Urban Development (HUD). The onsite redevelopment efforts will transform the 38 acres of land and will allow for more accessible, affordable, and quality housing in the future. Upgraded infrastructure will include new neighborhood-scale streetscapes, sustainable storm water designs, subsurface drainage, and sanitary sewer installation. The goal for the project is to establish a revitalized place to live that allows residents more walkability and access to other city amenities.

The developer of this redevelopment is HRI Communities. The Builder is RNGD, and the contractor for tearing down the Lloyd Oak public housing site is Alfred Palma, Inc. Gunter Construction worked on the infrastructure of the project.
Other collaborating partners include the Lake Charles Housing Authority, Urban Strategies, Inc., the City of Lake Charles, Community Foundation of Southwest Louisiana, First Horizon Community Investment Group, First Horizon Bank, and Hope Federal Credit Union.
