LHC IS NO LONGER ACCEPTING APPLICATIONS FOR THE RENTAL RESTORATION AND DEVELOPMENT PROGRAM (RRDP).

Welcome to the Rental Restoration and Development Program (RRDP). The recent natural disasters of 2020-2021 have significantly impacted Louisiana’s housing market, and we are here to help.

The RRDP provides $32 million in funding through a Community Development Block Grant Disaster Recovery (CDBG-DR) Notice of Funding Availability (NOFA).

The RRDP will assist Eligible Borrowers to repair, reconstruct, or build new affordable residential rental housing units in areas affected by Hurricanes Laura, Delta, Ida and/or the May 2021 floods, as specified by the U.S. Department of Housing and Urban Development.

The RRDP Online Application Resource has been revised and uploaded.


OUR GOAL


Our goal at LHC is to support rental property owners and Louisiana communities in their efforts to recover and rebuild, ensuring affordable housing opportunities are available for tenants and creating safe, energy-efficient, and resilient communities across the state.


QUALIFICATIONS

  • The project must be in one of the FEMA Disaster-Declared Parishes (see maps below) or the HUD-Designated Most Impacted and Distressed Areas for Hurricanes Laura, Delta, and Ida or the May 2021 Floods as identified in the NOFA
  • The project must be site-built or modular homes.
  • The project must complete an environmental review.
  • The project must be available at affordable rents for households at or below 80 percent of the area median income for a prescribed period.

Program participants must either have their own financial resources for construction or be able to obtain a construction loan from a private lender. Funding is provided after construction completion and placement of eligible tenants.  

Properties located in special flood hazard areas are not eligible to receive funding. 

The application intake period begins on Monday, May 1, and will remain open until Monday, July 31. For additional information about the RRDP NOFA, email rrdp@lhc.la.gov.
