The Louisiana Housing Corporation is guided by skilled professionals serving the executive and leadership teams.
The LHC’s executive staff provides leadership and vision to ensure that the corporation is effectively managing its programs, assisting stakeholders and achieving the LHC’s mission.
A Baton Rouge native and public service veteran, Joshua Hollins is a proud graduate of Louisiana State University and holds a Juris Doctorate from the Southern University Law Center. Joshua possesses sophisticated knowledge of policy, political landscapes, administration, and financial management. That knowledge includes significant experience in personnel management, external affairs, finance and investment structures, and executive leadership.
In April 2022, Hollins was unanimously selected as the Executive Director of the Louisiana Housing Corporation. He is the youngest chief executive in the corporation’s history. As Executive Director, he leads a team of 150 men and women that deliver safe, affordable, energy-efficient housing to Louisiana through over 20 programs that deliver more than $1 billion in impact.
As the former Vice-President at Stifel, Nicolaus & Company, Joshua was responsible for business development opportunities with municipalities, public bodies, and agencies across Louisiana and Mississippi. There, Joshua completed bond transactions that totaled nearly $1 billion.
He previously served as the Executive Counsel/Chief of Staff at the Louisiana Department of Transportation and Development. Joshua oversaw the legal division, internal audit and innovative procurement efforts for the Department, served as chief in-house counsel on the first transportation public-private partnership in Louisiana, and represented the Department in legislative and administrative hearings.
Hollins possesses a deep passion for his community. He serves as a member of several boards including: the Louisiana Legislative Black Caucus Foundation, The Louisiana Arts and Science Museum Board of Directors and the East Baton Rouge Parish Alcohol and Beverage Control Board. Additionally, Joshua is a member of the Louisiana Bar Association, the National Bar Association and National Association of Bond Lawyers.
Joshua attributes his success to his foundation: faith and family. He humbly serves in his local church and is the proud husband of Kristin and loving father to Kiersten.
