Louisiana Blue Tarp Program

The Louisiana Housing Corporation (LHC) will be accepting applications for the Louisiana Blue Tarp Program-CENLA beginning at 8:00AM on Monday, November 17, 2025 through 4:30PM on Friday, November 21, 2025

Program Description

The Louisiana Blue Tarp Program provides financial assistance in the form of a grant to cover the costs of needed roof repairs and/or replacement for owner-occupied homes. Qualifying homeowners will be eligible to receive Louisiana Blue Tarp funds as a grant not to exceed $15,000.00. All applicants receiving grant funds will be required to sign a grant agreement to include restrictions preventing the sale of the property for a period of two years. If sold within two years, the recipient will be required to reimburse to LHC the full amount of funding received through the Louisiana Blue Tarp Program.

Applicants with estimates that exceed the $15,000.00 award limit will be required to provide the funds necessary to cover the excess costs before the roof repairs can begin.

Eligible Parishes

St. Landry & Jackson     

 

Qualifications

  • Applicants must be the legal owner and primary resident of the property that is subject to roof repair.
  • Property must be located in St. Landry or Jackson parish.
  • Eligible applicants must have a household income at or below 60% of the Area Median Income
  • Condominiums, Duplexes, and Townhouses are not eligible to participate in the program.

 


Information Needed to Apply

  • Completed application with all household required signatures.
  • Copy of picture ID for ALL household members 18 years and older.
  • Copy of Social Security cards for ALL household members.

 

Proof of Income: 

Must be provided for ALL household members 18 years & older. The following documents may be supplied to provide proof of income:

  • Copy of Social Security award letter, Retirement check stubs or tax forms showing retirement/SSI income
  • Unemployment Award Letter
  • Last four (4) consecutive paycheck stubs
  • Past two (2) years of tax returns or two (2) months of bank statements (if self-employed)
  • Zero-Income Affidavit – Complete attached form for ALL unemployed household members 18 years & older


Proof of Insurance (If Applicable)

  • Proof of homeowners insurance, if applicable
  • Copy of homeowners insurance claim, if applicable


Proof of Property Ownership: 

One of the following documents may be supplied to provide proof of ownership

  • Bill of Sale
  • Title/Deed
  • 2024 Property Tax Statement-Must be in the applicant’s name.
  • Current Mortgage Statement-Must not be delinquent

**LHC will use the Louisiana Tax Commission website (latax.la.gov), and the two eligible parishes’ assessor’s websites to verify ownership for each application received by the program.

 

Proof of Occupancy: 

One of the following documents may be supplied to provide proof of occupancy

  • Current (within the last 30 days) utility statement (water or electricity/and or gas) in the applicant’s name.


Proof of Citizenship:

A United States citizen shall provide at least one of the following documents to establish lawful status. This is required for the applicant and all household members:
A valid, unexpired United States passport or passport card

  • Real I.D., issued by the State of Louisiana (if a Real ID credential displays "Limited Term" it will not be accepted for purposes of citizenship verification).
    • The Louisiana Office of Motor Vehicles utilizes Social Security Online Verification (SSOLV) to verify required Social Security information and/or SAVE for document authentication, as applicable.
  • Birth Certificate, issued by:
    • A state of the United States
    • District of Columbia (Washington, D.C.)
    • The Virgin Islands
    • Guam
    • American Samoa
    • Puerto Rico (will only be accepted if issued after July 1, 2010)
    • The Commonwealth of the Northern Mariana Islands
  • Consular Report of Birth Abroad Form FS-240, DS-1350, or FS-545
  • Certificate of Naturalization Form N-550 or N-570
  • Documentation provided to the Program will be entered into the Systematic Alien Verification for Entitlements (SAVE) Program
  • Certificate of Citizenship Form N-560 or N-561
    • Documentation provided to the Program will be entered into the Systematic Alien Verification for Entitlements (SAVE) Program
