Housing Preservation Grant

Program Description

The HPG grant provides assistance to repair or rehabilitate housing for low and very low-income rural homeowners who reside in the following Parishes: Ascension, East Baton Rouge, Iberville, Livingston, and West Baton Rouge.

The scope of work for each home will be defined by LHC Construction and Compliance Monitoring team and will outline in detail the required rehabilitation for the homes. Eligible repairs include: Roofing Repairs, Heating, Ventilation, Air Conditioning ("HVAC") Repairs and/or Replacement and Handicap Accessibility Features.

Qualify & Apply

  • The qualifying applicants will be required to sign a grant agreement to include restrictions that will prevent the sale of the property for a period of two years.
  • If the homeowner sells the property within the two-year period reimbursement will be paid in the full amount of the awarded funding. Eligible homeowners to receive the grant funds that will not exceed $15,000.

Applicant Selection
  • The application process will consist of posting of a public services announcement informing residents living in the qualified rural areas of the availability funding. There will be a total of 40-45 estimated applicants served.
  • Applications will be accepted on a first come, first serve basis and will be dated and time stamped upon receipt.
  • Housing Finance Specialist will review the application for eligibility.
  • All eligible applicants will undergo a property feasibility assessment by the corporation construction monitoring team.
  • There is three categories in the notification process.
    • The selection
    • Disqualification based on requirements
    • Some applicants will be placed on a waiting list.

Process & Budget

The construction monitor will meet with the homeowner to provide and discuss the defined scope of work for the project. The homeowner must review and approve the scope of work. Once all approvals are made, the scope of work will be advertised online. Interested contractors will be required to attend a pre-bid conference to include a walk-through of the house by a Construction and Monitoring team.

  • The HPG program budget is $192,445. LHC will utilize 15 percent, $32,879 of the grant amount for administrative fees.
  • In addition, LHC will match the requested grant amount of $192,445
  • Draws against grant funds will be made monthly or quarterly, with financial and program reports submitted quarterly.
