LHC and Partners Celebrate the Grand Opening of Capstone at Scotlandville in East Baton Rouge Parish

Baton Rouge, LA —Today, The Louisiana Housing Corporation (LHC), alongside HUD, The City of Baton Rouge, East Baton Rouge Housing Authority, and Capital Area Finance Authority celebrated the grand opening of Capstone at Scotlandville, which consists of 84 housing units for large family households on a fixed income.

"The Banyan Foundation, along with our development partner, Partners Southeast, are exceptionally proud to be a part of this transformation project," said The Banyan Foundation Developer Rob Coats. "Capstone at Scotlandville was made possible through the collective partnership with Louisiana Housing Corporation, HUD, and the City of Baton Rouge, to name a few. Without all of these parties working together, this project would not have been possible."

Capstone at Scotlandville was originally known as Elm Grove Garden Apartments located in Baton Rouge, LA. The complex was identified as a HUD Distressed Project that needed substantial rehabilitation. Ultimately, developers and partners decided to tear down the old apartment complex and rebuild a new one. LHC, along with other local and state federal partners, worked collaboratively to provide funding for reconstruction of the complex. 

"From the very beginning, we were at the table with our partners, hashing out solutions on what we needed to do to make this a quality development and affordable housing for low-income residents of Baton Rouge," said LHC Executive Director Joshua G. Hollins. "We knew that this project had to be about revitalization, something positive and long-lasting for the residents and the surrounding community." 

LHC awarded over $1 million in 9% Low Income Housing Tax Credits, $3.5 million in Housing Trust Funds, and $1.4 million in Home Rental Housing Program loans to fund Capstone at Scotlandville. There are 20 units of two-bedrooms and 64 units of three-bedrooms. Amenities on site include a fitness center, a business center, a community garden, and other recreational facilities such as a basketball court and a playground. Services of financial literacy and other educational programs will be provided to those living at Capstone.

"Through our partnership with the Banyan Foundation and a $1.8 million investment from the Mayor's Office of Community Development, we are thrilled to unveil the Capstone at Scotlandville. These six modern, two-story buildings, housing 84 units, represent more than just affordable housing; they stand as a beacon of opportunity, economic growth, and revitalization in the heart of Scotlandville. Our commitment extends beyond brick and mortar; we are building futures, fostering community pride, and helping dreams come true. This initiative underscores our unwavering commitment to elevating every corner of Baton Rouge, leaving no community behind in our pursuit of peace, prosperity and progress for all."

The developer of this project is R.B. Coats, III and The Banyan Foundation, Inc. Architecture done by Donofro & Associates. Builder and general contractor was Doug Hollyhand Realty, Inc. NAI Latter & Blum Property Management INC. are the management companies.
