Project-Based Voucher Program

provides decent, safe, affordable, community-based housing that provides tenants with the rights of tenancy and links to voluntary and flexible supports and services for people with very low incomes and chronic, disabling health conditions. 

Project-based vouchers are a component of an agency's housing choice voucher program. The voucher assistance is attached to specific housing units if the owner agrees to either rehabilitate or construct the units, or the owner agrees to set-aside a portion of the units in an existing development.

Just the facts

  • Under the project-based voucher program, a PHA enters into an assistance contract with the owner for specified units and for a specified term. The PHA refers families from its waiting list to the project owner to fill vacancies. Because the assistance is tied to the unit, a family who moves from the project-based unit does not have any right to continued housing assistance.

Project Based Voucher Program Waiting List

Effective April 2, 2018

The Louisiana Housing Authority (LHA) has opened the following waiting lists effective April 2, 2018. 

  • IP applications for all WL
  • Single Room Occupancy waiting list for all areas
  • All Elderly-Only Waiting Lists
  • Region 1 (Two bedroom waiting list only)
  • Region 1 (Site-specific waiting lists)
  • Hammond (Two and Three bedroom waiting lists only)
  • Slidell (Two and Three bedroom waiting lists only)
  • Region 3
  • Region 4
  • Region 5

Waiting lists for all other areas that were not mentioned above will remain closed until further notice.
