LHC and Housing Partners Bring Affordable Housing Opportunities to St. Tammany Parish

Capstone at Covington

Covington, LA — The Louisiana Housing Corporation celebrates the groundbreaking of Capstone at Covington Place, a new multifamily development guaranteed to bring more affordable housing opportunities to St. Tammany Parish.

The plans for Capstone at Covington Place are to provide workforce housing that promotes affordability, accessibility, and resiliency features for the residents and families who choose to live in one of the 80 units in the complex. Capstone at Covington Place will include a community center for residents, along with ample outdoor amenities like public seating and sidewalks to promote mobility and comfort.

“Workforce housing plays a critical role in our state,” said LHC Executive Director Kevin Delahoussaye. “Our housing partners are helping expand and diversify housing options to better serve households across a range of income levels who are seeking safe, affordable, energy-efficient housing.”

LHC awarded the project $18M in Multifamily Revenue Bonds (MRB), $979,460 in Low Income Housing Tax Credits (LIHTC), and, through the partnership with the Office of Community Development, over $15M in Community Development Block Grant Disaster Recovery (CDBG-DR) funds.

“Capstone at Covington Place represents exactly the kind of strategic investment we must continue to make in growing communities like Covington and St. Tammany Parish,” said Gina Campo, Executive Director of the Louisiana Office of Community Development. “Through $15.1 million in Community Development Block Grant–Disaster Recovery funding, our office is helping to deliver 80 high-quality workforce housing units that are affordable, resilient, and thoughtfully designed for families who call this area home. This investment reflects our commitment to expanding housing opportunities, strengthening local economies, and ensuring that recovery resources create a long-term, sustainable impact for the people of Louisiana.”

Other contributing housing partners involved in this project include DNA Workshop as architect, Milton J. Womack Construction as contractor, and Acro Management of Louisiana as acting management company.
