Project-Based Voucher Program

provides decent, safe, affordable, community-based housing that provides tenants with the rights of tenancy and links to voluntary and flexible supports and services for people with very low incomes and chronic, disabling health conditions. 

Project-based vouchers are a component of an agency's housing choice voucher program. The voucher assistance is attached to specific housing units if the owner agrees to either rehabilitate or construct the units, or the owner agrees to set-aside a portion of the units in an existing development.

Just the facts

  • Under the project-based voucher program, a PHA enters into an assistance contract with the owner for specified units and for a specified term. The PHA refers families from its waiting list to the project owner to fill vacancies. Because the assistance is tied to the unit, a family who moves from the project-based unit does not have any right to continued housing assistance.

Project Based Voucher Program Waiting List

Effective August 8, 2017

The Louisiana Housing Authority (LHA) has opened the following waiting lists effective August 8, 2017. 

  • IP applications for all WLs
  • Region 1 (Two bedroom waiting list only)
  • Region 1 (Site specific waiting lists)
  • Region 3
  • Region 4/5
  • Single Room Occupancy
  • Amite
  • All Elderly only waiting lists

Waiting lists for all other areas that were not mentioned above will remain closed until further notice.

The 2018 Louisiana Housing Authority (LHA) draft PHA Annual Plan will be available for public comment from August 15, 2017 through September 28, 2017. The PHA Annual Plan includes information about how the LHA will manage its Project-Based Voucher Program through the next year. A public hearing will be held on Friday, September 29, 2017 at 11:00 a.m. at the Mid-City Gardens office building located at 1690 N. Blvd. in Baton Rouge. The LHA will accept comments in writing during the public comment period. Additional comments may be submitted at the public hearing. Written comments should be submitted to Chawuna Jackson at the Louisiana Housing Authority via mail at 2415 Quail Drive, Baton Rouge, Louisiana, 70808 or via email at cjackson@lhc.la.gov.
