Project-Based Voucher Program

provides decent, safe, affordable, community-based housing that provides tenants with the rights of tenancy and links to voluntary and flexible supports and services for people with very low incomes and chronic, disabling health conditions. 

Project-based vouchers are a component of an agency's housing choice voucher program. The voucher assistance is attached to specific housing units if the owner agrees to either rehabilitate or construct the units, or the owner agrees to set-aside a portion of the units in an existing development.

Just the facts

  • Under the project-based voucher program, a PHA enters into an assistance contract with the owner for specified units and for a specified term. The PHA refers families from its waiting list to the project owner to fill vacancies. Because the assistance is tied to the unit, a family who moves from the project-based unit does not have any right to continued housing assistance.

Closing of the Project Based Voucher Program Waiting List

Effective August 1, 2015


The Louisiana Housing Authority (LHA) will close their Project Based Voucher (PBV) waiting list effective AUGUST 1, 2015. The LHA will not accept any NEW applications for certain PBV Program waiting lists on or after this date. There are currently over 2,000 families on the PBV waiting lists respectively and the wait to receive assistance is much longer than the recommended wait time. There is no scheduled date to re-open PBV waiting lists at this time. When the LHA is prepared to re-open PBV waiting lists, an announcement will be posted on our website and in the local newspaper.

If your name is already on a waiting list, you do not need to take any action. LHA will maintain your name and date that you applied. You are still required to update your personal information by submitting changes in writing to Louisiana Housing Authority Project Based Voucher Program fax number 225.342.2079.


LHA will continue to accept applications for the following waiting list due to the low volume of number of applications received to date.

  • IP applications for all WLs
  • Region 4/5
  • SRO
  • Amite
  • Elderly only – all
  • Orleans site specific


LHA will not be taking new applications for all other areas during the time that the waiting list is closed, staff will continue to process those applications currently on the list and make unit offers as vacancies occur.

The 2017 Louisiana Housing Authority (LHA) draft PHA Annual Plan will be available for public comment from August 15, 2016 through September 28, 2016. The PHA Annual Plan includes information about how the LHA will manage its Project-Based Voucher Program through the next year. A public hearing will be held at 1 pm on Wednesday, September 28, 2016 at the Mid-City Gardens office building at 1690 N. Blvd. in Baton Rouge. The LHA will accept comments in writing during the public comment period. Additional comments may be submitted at the public hearing.
