LHC and Partners Celebrate Grand Opening of Affordable Housing and HealthCare Development

New Orleans, LA — The Louisiana Housing Corporation (LHC) celebrated the ribbon cutting of the H3C Apartments, which provides housing and healthcare in Central City New Orleans, prioritizing culture, commerce, and community. 

With 192 rental units, residents will have options between one, two, and three-bedroom units with ENERGY STAR appliances, with 92 of the units reserved for senior citizens 55 years of age or older. The property will include a fitness center, a courtyard space, and a health community center for wellness and supportive services operated by DePaul Community Health Centers. Supportive Senior Citizen services will also be provided through the Belle Reve Center. 

LHC awarded $16.7 million through Multifamily Revenue Bonds (MRB), $1,014,415 Low Income Housing Tax Credit (LIHTC)and $5 million in Community Development Block Grant (CDBG). "The Louisiana Housing Corporation is just one of the many partners that helped bring this project to life, and we are proud to be a part of this collaborative effort," said LHC Interim-Executive Director Marjorianna Willman. "Today, many Louisiana citizens struggle with access to housing and healthcare. This development is something to be proud of, because of the resources it will provide for those in need.”  

“This is a great day for the city of New Orleans and the Central City community,” said Louisiana Office of Community Development Executive Director Gina Campo. “This unique development provides affordable housing plus on-site affordable health care. Since hurricanes Katrina and Rita, OCD has invested significant recovery dollars into the revitalization of Oretha Castle Haley Boulevard, including infrastructure funding for blight removal and streetscape design, as well as several economic development projects. We are excited to join our H3C partners in delivering a safe and affordable housing development to the community.”

H3C Apartments will be the first Fitwel certified building in Louisiana. The U.S. Center for Disease Control and Prevention created Fitwel as a rating system to guide building design and operations to improve the health of building occupants. 

"Through our partnerships with healthcare providers, we have seen first-hand the impact that housing, whether positive or negative, has on someone's health outcomes," said Gulf Coast Housing Partnership (GCHP) President and CEO Kathy Laborde. "We hope that if we can quantify through our Health + Housing pilots, like H3C, that better housing leads to better health outcomes, healthcare payors will be more inclined to invest in affordable housing."

The developer of this project is Gulf Coast Housing Partnership, INC and the Architect is CCWIV Architecture, LLC. Other partners that contributed to the project are Alembic Community Development, City of New Orleans, Finance New Orleans, Housing Authority of New Orleans, Aetna, CVS Health, R4 Capital, Home Bank, AMCREF Community Capital, FHL Bank, US Bank, Wells Fargo, Enterprise, and Greater New Orleans Foundation.
